### What happened?

I can set soft budgets at the personal and team budget level but not at the team member level. This appears to be an omission?

I am unable to set any soft budget via the UI on the budgets page or via the teams / team member settings.

### Steps to Reproduce

1. Navigate to Budgets page -> select a budget - no ability to set soft budget 2. Navigate to Teams page -> settings -> Edit Settings -> Team Member Settings - no ability to set soft budget
