### The Feature

Make it possible to enable all Prometheus metrics in the config, without enumerating each one, with a restricted set of labels.

### Motivation, pitch

The current default prometheus config includes high cardinality labels (Why is that the default in the first place?), and I want to limit it to appropriate labels. But the current config only allows you to explicitly list the metrics and labels you want, there is no option to enable all metrics, but only enable certain labels.
