#27460 [Bug]:Payload tags are no longer being recognised

### What happened?

Tags being passed in the payload under metadata are no longer being recognised after v1.83.9-nightly

### Steps to Reproduce

Send tags via metadata.tags in the body alongside the message, model etc...

The second task is harder because it spans provider translation logic, multimodal data-shape compatibility, and cross-provider regression testing, whereas the first is likely a localized proxy metadata regression.

The right issue is harder because it requires tracing proxy metadata handling across request parsing, regression compatibility, and tag propagation, whereas the left issue appears to be a localized schema-shaping correction with focused coverage.
