### What happened?

A proxy_admin_viewer user navigating to /ui/?page=api-keys sees "Access Denied — Ask your proxy admin for access to create keys" and the page never renders.

### Steps to Reproduce

1. Configure SSO (or set default_internal_user_params.user_role: proxy_admin_viewer) so a user is mapped to proxy_admin_viewer. 2. Log in to the LiteLLM UI as that user. 3. Navigate to /ui/?page=api-keys. 4. Observe the Access Denied screen — page never reaches /key/list.
