#14333 [Feature]: List access groups for each tool in /mcp-rest/tools/list

### The Feature

We need to be able to discover defined MCP groups (so we dont have to keep a list of them manually). The /mcp-rest/tools/list endpoint does not appear to mention the access groups of each tool and I dont see another endpoint that would provide that information in /mcp_server/rest_endpoints.py

The right issue is harder because it requires provider-specific request transformation, schema compatibility handling, and regression coverage across caching paths, whereas the left is primarily an API response and data-discovery enhancement.

Issue #14333 is substantially harder because it requires coordinated backend/API work, data modeling or retrieval changes, authorization considerations, and regression coverage, while #34028 requires no engineering implementation.

The right issue is harder because it requires extending an enterprise-facing discovery endpoint, tracing MCP tool metadata and access-control relationships, and preserving compatibility across schemas and authorization behavior. The left issue is comparatively localized to fixing read-back and serialization of already-persisted team configuration.
