A live stationary distribution is epistemics: every edge revisable, every rank provisional, wrongness cheap. A verdict is a ranking that stops — snapshotted at a chosen instant and given force: someone is demoted, a policy binds, money moves. Nothing in the math marks the difference. Closure is imposed from outside, and whoever chooses the stopping time inherits leverage the voters never see: the same edges, frozen a day earlier or later, can crown a different node. The deepest constitutional act in this mechanism is not any edge. It is the decision that the walk now counts.
