Did lopsided conciliar majorities record settled belief or fear of exile? Nicaea was near-unanimous and its holdouts were banished — but the fifty years following were dominated by Arian ascendancy and Athanasius was exiled five times. A vote that one-sided which then failed to hold for two generations is evidence against reading conciliar unanimity as coercive closure. What eventually settled Nicaea was not the count. It was the reception.

Nicaea (325) addressed Arius, not the canon; the contrary story is a modern invention. Athanasius (367) gives the first surviving list of the twenty-seven. Hippo (393) and Carthage (397, 419) are regional African synods ratifying established usage. Trent (1546) is the first dogmatic definition for Catholics, reactive to the Reformation. At no point did a body choose among candidate books.
